Budget Analyst 2
  • Under general supervision; develops, monitors, and prepares annual operating budget for assigned Program/Division.
  • Approves all expenditures and purchases assigned to Program/Division; aids division staff related to budget spending; researching and resolving payment discrepancies.
  • Analyzes financial trends or proposed legislation and recommends appropriate courses of action to management.
  • Ensures spending comply with statewide rules and regulations using VISA purchasing cards, purchase orders, travel expense reports and direct invoices.
  • Monitors and approves the use of federal funds (grants and agreements)) for compliance to the grant award; assist grant managers with preparation of grant proposals and budgets; prepares and submit grant reimbursement requests; and complete online federal financial status reports.
  • Performs expenditure projections and prepares budget-related financial summaries and recommendations for management review for current and next budget year cycle. This position has a non-supervisory role.

Budget Analyst 3
  • Budget Analyst 2 duties and responsibilities under broad supervision with an increasing level of projection.
  • Complex and multiple federal grant monitoring.
  • Training new staff, provide backup support for the Budget Director and may also serve as a lead. This position has a non-supervisory role.


The selected candidate must have critical thinking skills, ability to resolve budget/accounting issues, multi-task and prioritize workload.   This position requires strong interpersonal communication skills, both written and verbal.

Training on customers  financial systems will be provided. 



Budget Analyst 2

Bachelor’ s degree in Business Administration, Accounting and Finance AND Two years of financial analysis experience

Budget Analyst 3

Bachelor’ s degree AND Two years of financial analysis experience at a Budget Analyst 2 or position equivalent


Preference will be given to applicants that, in addition to meeting the minimum qualifications, possess three or more of the following:
  • Knowledge of State of Georgia budget development and the legislative processes
  • State Agency experience in the Budget/Accounting
  • One to Two years of experience with Financial Grant Management Systems
  • One to Two years of experience with TeamWorks Financials
  • One to Two years of analytical experience to include budget projections, approving expenditures and preparing amendments/budgets.
  • Knowledge and/or use of the Office of Planning and Budget’ s (OPB) financial system (Planning and Budget Cloud Services, PBCS)
